I think you should add a line to sort the first column first before you group. Try sorting the column...

So i have to get data in sheet 1 column B that suppose for A in sheet1 it repeats 10 times and in sheet 2 allocated rows are 6. So it has to allocate the data in such a way that Sheet 1 (B1) should be 1 , B2=0,B3=1,B4=0,B5=1,B6=0,B7=1,B8=0,B9=1,B10=0 and again it has to go for top and allocate B2=1. So now it matches Allocated rows in sheet2 I,e A=6.
Same has to repeat for all the names listed in sheet1Column A. with the allocate# in sheet2
Really its very tricky and great learning.
